The surface underneath the page that you're toning will greatly affect the resulting texture and surface quality. I will use a drawing board as the surface on which i tone my paper. I really enjoy drawing on toned paper since i can let much of the paper show through and simply add a few accents of white chalk for highlights.

Miguel herranz is another of my favourite urban sketchers who uses toned paper a lot (or certainly used to). Notice how the grey paper does most of the work in this sketch (meaning it’s left untouched) while miguel executes a fantastic line sketch with black ink and picks out certain areas with a white gel pen, like the light outside the window and how it hits the wall inside. For the most part, the paper acts as your mid tone, while you use a dark pencil for core shadows and white pencil for your highlights.
